Sheff Wed Faces Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's ongoing struggles constitute a "major concern" and the independent regulator is seeking powers to look into club affairs in comparable cases, its new chair the official has stated.

In a wide-ranging interview, the regulator, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four supporter groups representing the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the great brands for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they require examination and addressed."

Economic Challenges and Leadership Concerns

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in March and May caused limitations by the league officials in mid-year, blocking the team from conducting any player acquisitions for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an individual club, an specific proprietor, without being able to work with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the game, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we need to continue the progress.

"Substantial financial resources entering the sport and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any type of partisan engagement."
